redesign the Enumerate Video Format method. Now the video format will not be displayed repeatedly.Empty video format will not be displayed. The video format is displayed in a very simplified way. e.g. display the item like these style 1920x720, 640x480,320x240

fixed some high resolution video format cannot preview issue.

fixed cannot change the video format when snapshot on some camera. e.g. Microsoft Camera on Surface.

Improve the speed of preview videos

added DrawImageEx method. It supports draw the images with a specific width and height.

recreate all C#2010 , VB.NET 2010 samples. Fixed some old samples cannot run.

added C#2019 and VB.NET 2019 samples.

updated VB6, VB.NET2010,  C#2010, VC samples.
